balanced news

Why can't TV and film balance their sound a bit more sensibly? Conversation, such as on the news, is muted and quiet so you have to crank the volume up just to be able to make out what's being said. This changes with the ident into the ads which rings out at enormous volume and dives straight into a car promotion with a deafeningly clear soundtrack. Why can't voice be clarified and levels kept balanced?

Film is even worse. With all the technology available you'd have thought it would be simple to increase voice tracks and keep harsh noises to a level where you don't have to have the volume control permanently in your palm.
